She would only have to be bought out from the agency if she
had signed a contract with them. If she has signed a
contract, even then she may not have to be "bought out". Ask
her to get a copy and check the terms. It is very unusual for
that to have to happen, unless they have taken her on for a
long term cover (like maternity or long term sickness cover).
